Stuart has a wide experience of advising on regulatory strategy, the delivery of regulatory change, and on securing regulatory compliance. His track record dates from the first price control review for National Grid in 2000. In water, he has supported both Ofwat and water companies across different price control reviews, whilst in energy, his clients cover transmission and gas and electricity distribution companies.  

He has provided strategic regulatory advice to both regulators and utility companies during appeals to the Competition & Markets Authority. He has also advised companies on their response to Ofgem enforcement investigations.  

He is an experienced programme manager, who has been at the heart of change programmes in the UK energy sector, covering retail competition, metering and market settlement.
