Steve Mullins
Associate Director
Steve specialises in managing complex industry change programmes in the energy sector that involve coordinating multiple stakeholders and multiple delivery organisations. In the UK this includes managing the successful implementation of Project Nexus; roles on Ofgem's Faster Switching Programme and MHHS and the programme director for the 1998 implementation of retail competition in Scotland. Overseas this includes the introduction of wholesale and retail competition and the smart metering programme in Ontario.
Stakeholders and delivery organisations in these programmes have typically included government and regulatory bodies; energy market participants; IT delivery providers; and economic and legal consulting firms. In one case, this involved the coordination of over 400 organisations. In all cases these large programmes have been driven by government policy and, as a result, have had a high degree of political significance and relevance.
Steve has an ability to identify, grasp and drive the resolution of cross-programme issues that could impede delivery. He has experience guiding programmes through the entire programme lifecycle starting with the definition of legal and regulatory frameworks through supplier procurement and appointment through cross-party delivery, testing and implementation of new systems and processes.
In addition to his programme management background, Steve also has significant experience in the implementation of smart metering and smart grids. This includes a period working for Siemens in their global smart metering and smart grid business.
