We consider whether the OFTO regime is fit-for-purpose to support the growth of offshore wind. We review the strengths and weaknesses of the current regime and assess the merits of potential alternatives, the ownership and operation of connection assets either by incumbent transmission operators or generators. We then propose ideas to enhance the OFTO regime by better-supporting coordination and increasing competition.
